To be below sea level this could perhaps be the Dead Sea, the Galilee, The Caspian Sea...what's left of the Aral City, (90% lost due to Russia diverting the flow of feeding rivers and causing one of the greatest ecological disasters), and many more where the water drains into a basin not the oceans.
