This appears to be a dragon fly and they tend to return to the same plants as they rest from their voracious insect-on-the-wing eating patrols, where a continuous supply of insects caught with their legs is ripped up on a conveyer system to the mouth parts without the dragon fly stopping for a moment.
I consider these creatures like brutal whaling factory ships that process their catches while moving.
