there were actually two police officers whom had stopped and cordoned off the two young men on the sidewalk
both were suffering from rather adverse effects of some type of hallucinogen, one had nearly passed out and was only mumbling to himself while the other was cradling him, and crying while asking the wizards to kindly put away their wands because they were scaring him
