Not to worry, they're just there for crowd control. The NYC Halloween Parade is the largest in the USA. There's an estimated 2 million spectators who queue up hours before just to watch. It's most amazing! The parade itself runs for miles and takes up to 3 to 4 hours to complete. If you are ever in NYC at Halloween, be sure to watch it!
