At first I was confused! Yes you are clever.

The EF 135mm was always a great Canon lens. Is this any improvement?

Of course its focal length is 135 mm whether it is mounted on a camera with a 24mm x 36 mm frame, mounted a camera with a smaller frame (such as your lovely EOS R7), or in your sock drawer.

Indeed, mounted on the R7 its field of view is the same as for a lens with a focal length of 216 mm mounted on a camera with a 24 mm x 36 mm frame.

Great to know. The 1/3 stop should add a finishing touch to portraits and the IS is helpful even at this focal length.
