It's intriguing with the ghost figure. The time, almost exactly 9 o'clock is there as a fact and the round clock stops the eye wandering in the picture. So that's a paradox of time flying when it's standing still. But then the ghosting makes us realize that time is really flying.
Consider a white vertical line just to the right of the clock to create a diptych and increase the importance of the ghost. Also could you burn it in a tad?

I too like the paradox, although a more appropriate title might have been "time stands still".
I'll have another go at editing. I agree it may look better if it is lightened a bit.
The original was taken after dark with no WB corrections.
I was trying to keep the sense of night.
That'll be a project for this evening!

Admittedly, I'm unsure about the framing myself.
My intent was to freeze the clock while allowing the crowd to blur.
Hence, a paradox to the title.
Do you have any suggestions? I'd really appreciate your input.
