Ok, can anyone quickly summarize what is different?

Many Windows installations include tracert, which runs a traceroute. It can be called via Start|Run, giving the URL as an argument.Thank you Fahim.
As to performance, when going world wide we always have the network itself as a suspect too. A short look finds a windows tool for running a traceroute called VisualRoute Lite that you can download and install.

And we should remind people how to dismiss that command prompt window after you have noted the results: Key Exit <enter>Due to the disappearing nature of Start->Run created windows, I would suggest using:
Start->Run->cmd
to create a command prompt and typing:
tracert www.openphotographyforums.com
and hitting enter so one can view the results at their leisure (i.e., one can get coffee while it runs).
Using this tool, you can check into the quality of the network connection (OS X users can use terminal to run traceroute www.openphotographyforums.com).
