What an odd, yet very interesting photo. At first look, the white line suggested to me this is a street, but the pigeons are all tilted... and then it dawns on me, that the white is not a painted line at all, but simply light and that there is an edge and they are walking upon it. Then the back seems to go up a wall would. It is very strange to figure out. I am so curious to know what they are walking on... as it has this Escher type of feeling; like it's impossible, but must be possible, as you have a photo of it.

They are and for the life of me, I can't figure out they stayed in one place...it's a pretty radical curve but a shallow curve at that.
