Every day at 5pm (summer) 4 pm winter a few of the local churches feed the homeless population behind one of the local law offices. The price for the meal or a haircut is to listen to one of the pastors, preach.

It's always hard to tell. The one guy sitting cross legged was a computer tech and lost his job and in the end, his family. He did not drink, nor smoke but was just plain hungry. I gave him $50 so he could buy a burn phone and get return calls from potential employers. Otherwise, he had to make a fairly long trek from the shelter to the library where he could get emails.
The second, third and fourth people are pretty much in the mentally handicapped department.
