I do have it set for tracking the eye

I think in this case, a flash with Better Beamer might light the underside of thr dar bird or perhaps one could overexpose.

Thr bright sky gets included in thr camera’s exposure calculation and that works against us.

Still, you are well on your way as you have a good eye, fast reflexes and endless opportunity being that you know where these wonderful birds 🦅 are!
