The corner of Essex and Charlotte Streets in Sydney is typical of any of the old intersections throughout the CBD.
The buildings were constructed in the late 1800s to 1950 from the local stone, part of the Hawkesbury basin Sandstone.
Solid as a rock as they would say.

But I discovered that to Australians, it can also mean “Central Business District”!

For many years, that's what it was taken to mean in the USA. But maybe not used so much in general conversation.

What is the red doo-dad on the post with an askew "towing" sign? Is it just the sign holder?

Not only do we use different acronyms (CBD does certainly only stand for Central Business District in Australia. Medicinal Marijuana is just that: medicinal marijuana), we seem to have a range of signs unique to out needs.
The white line on the gutter (curb) indicates to the drive : ‘no parking’. The red sign tells us it’s more than that. You can’t stop either.
The askew towing sign is such because not all drivers are literate or obliging. It’s askew because some idiot has removed one screw in an effort to remove it, believing the removal of said sign will now discount any by law in place.
